Decision Engine

The engine turns the combined score into one of four verdicts, records the decision, and only then returns it.

Recorded before release

A verdict that cannot be recorded is not returned.

Transaction channel

On the transaction-screening endpoint, ISOLATED is rejected (HTTP 403) and ELEVATED_RISK is recorded as flagged.

Authority

The institution's systems decide what to do with the verdict; QUORUM does not take action in other systems by itself.
