Action Layer

QUORUM returns verdicts and evidence; the institution's systems act on them. A small set of follow-up actions happens inside QUORUM.

Follow-Up Actions

respond on the request's own channel
webhooks: POST event, X-Quorum-Signature (HMAC of body)
          internal/unsafe URLs refused; retried with backoff
score >= SAR threshold:
          open draft SAR/STR case per jurisdiction
          (completed by a person, approved by another)
IP block / unblock: written to the ledger

Webhooks

Signed with a per-webhook secret; deliveries to internal or unsafe addresses are refused.

Regulatory reports

FINTRAC STR JSON and FinCEN SARX XML, validated against the regulators' schemas. Nothing is filed automatically.

No silent actions

QUORUM does not freeze accounts or reverse payments in other systems.
